He was the son of Alma Phillips Winters of Brownsville, P a., and the late Edward Winters.
He was retired from the Allegheny County Police Department.
Besides his mother, he is survived by his wife, Sandree McCracken Winters; and three stepchildren, Kim McCracken and wife, Brenda, Sherri Brozell and husband, Norm and Jay Morelli and families, all of Pittsburgh, Pa.
Friends will be received in the SKIRPAN FUNERAL HOME, 135 Park St., Brownsville, Pa., today from 6 to 9 p.m., and Thursday from 2 to 4 and 6 to 9 p.m., where funeral services will be held on Friday at 11 a.m., with the Rev. Paul E. Wilson Sr., officiating.
Interment service will follow at Jefferson Memorial Park Mausoleum Chapel.
