L. E Francis was born about 1827 in Madison County, KY (1850 Census aged 23), the son of Thomas Francis (1789–1865) and Mary "Polly" Broaddus (1796–1862).

He was married January 9, 1852 in Madison County to Emily Frances "Emma" Bronston (1833–1871), daughter of Thomas Springer Bronston, Sr and Lucy Clark. Emma died October 8, 1871. They had no children.

On 2 June 1874 in Madison County, L. E. Francis married the much younger Miss Laura Estill (1850–1928), daughter of Jonathan T. Estill and Louisa Oldham.

He and Laura were dismissed from the Christian Church in Richmond for their membership in a scandalous religious cult started by the self-proclaimed messiah, George Jacob Schweinfurth. Newspaper articles in the late 1880’s and early 1890’s mention them visiting Schweinfurth’s “heaven” in Rockford, IL.

L. E. Francis died before February 1893:  “Mrs Laura Francis, an aunt of Governor Francis of Missouri, has established a branch of Schweinfurth’s heaven in Fayette County. Mrs Francis, together with her late husband, was expelled from the Christian Church at Richmond because of their belied in Schweinfurth.” [The Public Ledger , Saturday February 4, 1893]

Richmond Cemetery office confirmed that the grave of “Lou Francis” is unmarked in B39. Laura’s grave is also unmarked in I5. Emma Francis’s grave
