Born a descendant of early Dutch and French Huguenot settlers in New Jersey, he was born the son of Governor Peter Dumont Vroom and the was grandson of the United States Senator, Garrett Dorsett Wall. His mother was Maria Matilda Wall. He married Charlotte Dickinson on June 8, 1871, daughter of Philemon Dickinson, President of many years of the Trenton Bank. They were direct descendants of the Revolutionary War General Dickinson.

He was of the graduating class of 1862 from Rutgers College where he studied law, and admitted to the bar in 1865.

He was enlisted in the Civil War on June 17, 1863 with Company A, New Jersey 1st Infantry Regiment.

He was mayor of Trenton from 1881-1884. He was appointed to the bench of the Court of Errors and Appeals in 1901 and was also a member of the Court of Pardons.

He was member to New Jersey of the National Commission to promote uniformity of laws, the New Jersey Historical Association, the Trenton Battle Monument Association, Trenton Savings Fund Society, the Lotus Club and of the Board of Manager of the New Jersey State Hospital for the Insane in Trenton. He was prominent in the founding and was president of the Society of Sons of the Revolution in New Jersey.

He was a member of the Democratic State Committee and was a delegate to many State conventions and the Democratic National Conventions of 1876 and 1888.

He was an avid reader and enthusiast of flowers with special interest to Shakespeare and Napoleonic literature.
