Rosa was the daughter of Isaac Mobley and Lucille Adams Mobley. She was educated in the Crisp County School System. She attended the Gillespie Selden Institute in Cordele, Georgia. She was a graduate of the Gillespie School of Licensed Practical Nurses. She was employed as a Nurse for 7 years at Macon Hospital in Macon, Georgia, 2 years at Crisp County Hospital in Cordele, Georgia, 1 year at the VA Hospital in Dublin, Georgia and 20 at the VA Hospital in Los Angeles, California. She served a total of 30 years Nursing and retired in July 1991 and returned to Decatur, Georgia.

Rosa was a member of the Greater Morris Tabernacle Baptist Church in Cordele, Georgia. She was a member of the GSI Alumni Association of Cordele, Georgia, member of the Atlanta Chapter of GSI Alumni, member of the Victory Chapter #37 Order of Eastern Star of Los Angeles, California and member of the Daughters of Isis Egyptian Court #5 of Los Angeles.

1 Niece: Roseanna Boyd(Harold).
2 Nephews: Raymond Richardson(Sylvia) and Anthony Hopkins(Mary).
5 Aunts: Ethel M. Dennard, Lula Mobley, Lucinda Colletion, Annie Ruth Mobley and Dora Avery(William).
1 Uncle: Walter Mobley(Willie Mae).
A Devoted Cousin: Georgia Dollison(Cleveland).
1 God-Daughter: Cynthia Snordon.

Services were held Saturday, August 15, 2009 at 11AM in the Sanctuary of Greater Morris Tabernacle Baptist Church in Cordele, Georgia.
