The Rev. Elbert W. Ballenger was instumental in the establishment of Piedmont Institute, serving as the president of the institution from its beginning in 1890 until 1898 when he left the position due to ill health. He was born in 1847 and served in the Confederate Army during the Civil War. He was a Methodist minister serving the North Georgia Conference of the Methodist Church. It was during his pastorate of the Rockmart Methodist Church that the conference agreed to sponsor the Piedmont Institute. Continuing to serve as a Methodist minister after he resigned his position with Piedmont Instutute, the Rev. Ballenger died in 1904 and is buried in Rose Hill Cemetery with his wife Louisa Upshaw Ballenger buried on one side and his daughter Mabel Elizabeth Ballenger Klunder buried on the other side. He was the father of two other daughters, Ludie Ballenger Morgan and Mayme Ballenger Everett Haney. Ballenger Street, which links Piedmont Avenue to Jones Avenue in Rockmart is named for the Rev. Ballenger.
