He served as a captain while in the U.S. Army Intelligence Division and was a graduate of Mississippi State University and a lifelong Bulldogs fan.

He was employed as a special agent in the Federal Bureau of Investigation from 1964 to 1989 working in Milwaukee, New York City, New Orleans and Baton Rouge, where he retired.

Survived by his wife of 26 years, Barbara Davis Phipps; brother, Billy F. "Zeke" Phipps; sister and brother-in-law, Martha "Dodie" Morgan and Delos Morgan; brother-in-law, Kenneth A. Davis Jr.; sisters-in-law and brothers-in-law, Jan E. Davis and Rosty Manson, Eileen D. Duke and Randy Duke, Suzanne D. Johnson and Roland Johnson, Diana Davis and Dr. Jeff Silber; father-in-law and mother-in-law, Capt. Kenneth Davis and Margaret G. Davis; nieces and nephews, Gina Foreman Jelks and husband Kenneth Jelks, and their children, godchild Nicholas, Emily, Forrest and Adelynn; Christian Foreman, Ben Foreman, Stacy Phipps, Kyle Phipps, Charmaine Allen and Gabrielle Johnson.

Preceded in death by parents, Troy L. and Grace Phipps; and beloved sister-in-law, Sue Phipps. Special thanks given to his "Knights in White", Dr. Patten, Dr. Forrier, Dr. Fields, Dr. Zuckerman and Dr. Pecue.
