Phillip was born in Forbes, North Dakota on July 15, 1935 to Josephine and Guy Nicholas Moore. He spent most of his early years in Big Horn, Wyoming. In 1952, Phillip married Barbara Norris, and left Big Horn for Lewiston, Idaho in 1954. From Lewiston, they relocated to Kennewick for several years before moving their family to Benton City. Once their five children were raised, Phillip and Barbara returned to Kennewick to reside.

Phillip worked in the grocery business for thirty-five years before retiring as the produce manager at Red Apple in Kennewick. He and Barbara enjoyed several winters in Arizona fishing, golfing and playing cards with family and friends. Both Phillip and Barbara were avid fishermen and long-time members of the Columbia Basin Bass Club with dozens of trophies to show for it.

Phillip was a loving husband, father, grandfather, great grandfather, brother and friend. He will be deeply missed by all.
