Mr. Skipper was renowned in Georgia as a concrete expert, and worked to improve the industry's integrity and quality. He was one of the organizers of the Georgia Concrete Products Association. He was a 1933 graduate of Millsaps College in Jackson, Mississippi. He also helped organize the Georgia Chapter of the American Concrete Institute, and in 1978 the group began holding an annual technical seminar in his honor to further the dissemination of technical knowledge to engineers, contractors, and manufacturers. He was also instrumental in the development of a standard specification for Georgia concrete users, which was adopted by many engineers and agencies, and later on, the American Concrete Institute modeled their national specification after it. His name is kept in memory by the ACI Georgia Chapter as the seminar is held every year in his honor. Mr. Skipper was recognized by the ACI Georgia Chapter as an honorary member.

He was married to Lena Black, who passed in 1998 in New York, according to Social Security death recordings.
