Allan was born September 29, 1941 in Breese, Illinois, the son of Christine Elizabeth Smith Warnke of Harvard.
He was a 1960 Harvard High School graduate. Allan completed military service in the Air Force. He received his bachelor's degree from Central Missouri State.
Allan served as Chief of Police in Harvard. On January 8, 1970, he became a special agent with the Illinois Bureau of Investigation which later merged with the Illinois State Police. He retired December 31, 1991 and enjoyed 20 years of retirement.
His hobbies included spending time in northern Wisconsin with his family and friends, as well as musky fishing, playing cards, reading - especially about the Civil War, going out to eat, watching The History Channel, and connecting with friends.
Allan was a huge supporter of high school athletics. He officiated high school basketball and football games. He attended all of his daughters' games as a number one Rocket fan!
He was preceded in death by his wife, Carolyn on June 28th.
Allan is survived by his sister, Linda McCutchen of Brownsville, Texas; his daughters, Terry (Michael) Wolff of South Elgin, Diane Baker of Aurora and Mary Beth (Brett) Romke of Highlands Ranch, Colorado and his grandchildren, Mary Ellen Wolff, Kathryn Wolff, Margaret Wolff, Shawn Baker, Kylah Romke and Evan Romke.
A memorial service will be held 11 a.m. on August 3, at the Abraham Lincoln National Cemetery, 20953 W. Hoff Road, Elwood Illinois 60421.
In lieu of flowers, memorials can be made to the Fraternal Order of Police (FOP) Lodge #41, 5880, South 6th Street, Springfield, Illinois 62703.
