She was the daughter of John Wesley Metcalf (c1842-1863) and his wife Rebecca Joanna Cundiff (1844-1938).

Her September 8, 1863 baptismal record at St. Catherine Catholic Church, New Haven, Nelson County, Kentucky listed her name as Caroline Helen Metcalf. Other name variations include census records showing first name as Plina or Pliney. In the 1939 Louisville City Directory she was list as Paulina Downey.

Her father mustered into the Union Army on December 22, 1863 and died just 8 days later. Her mother married again to Richard D. Wright on January 25, 1868.

As of the June 1, 1900 census she and husband Hugh M. Downey had been married for six years. She had given birth to two children, one of whom was living.

Her death certificate listed arteriosclerosis and senility as causes of death.

She was buried in Evergreen Cemetery on Janaury 12, 1946.
