Clara was the second oldest child of sixteen surviving children of John Sr. and Leah (Harris) Armstrong.

On June 2, 1941, she married Vincent Atchison Webb. They had three daughters, Janice Ann Webb Stanford of Greene, Ohio, Beverly Kay Webb Hector (deceased), and Charlee Sue Webb Plihcik of Joppa, MD.

She died at 5:27 AM at Trumbull Memorial Hospital; a widow at 78 years old.
