Former Budget Director, University of Colorado system. Graduate of the University of Colorado at Boulder (BA, cum laude, 1941). Phi Beta Kappa. Prior to his budget position, John Webster Bartram organized the Department of Public Information for the University of Colorado (1949), bringing all divisions of public information under one office. Jack Bartram also wrote for the Bureau of Business Research at the University, and for the Western Interstate Commission for Higher Education (WICHE), which is headquartered in Boulder. Among Mr. Bartram's publications: "Wool Scouring - Could it be a Profitable Business in Colorado?" (1946); "Handmade Glass Tableware: A Potential New Industry for Colorado" (1947); "The Possiblity of Shoe Manufacturing in Colorado" (1949); "Mineral Engineering Education in the West" (1969); and "Higher Education Funding: The Role of the Institutional Reseracher in the Development of Student/Faculty Ratio Guidelines" (Co-author, 1988). A son of John Greer Bartram and Gracia Martha Webster, Jack married Virginia Button 30 December 1942 in Denver. Following her death, he married Harriette "Hattie" (Jones) Shaw (1966) in Boulder.
