The son of Henry & Mary Ann (Jackson) Carter, in 1860 he was a farmer living with his family in Fulton Township, Lancaster County, Pennsylvania. He stood 5' 7" tall and had dark hair and light eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted in Lancaster August 7, 1862, and mustered into federal service there August 11 as a private with Co. B, 122nd Pennsylvania Infantry. Detailed as an ambulance driver October 7, 1862, he honorably discharged with his company May 15, 1863.
2. Enlisted in Lancaster July 14, 1864, mustered into federal service at Harrisburg July 17, 1864, as a private with Co. C, 195th Pennsylvania Infantry, and honorably discharged with his company November 4, 1864.
He married Mary Susan Haines but no children were found.
Cause of his death is listed as "bronchitis."
