John Gallagher was one of the founders of the Riverview Cemetery. He ran a pharmacy in Wilmington with his brother Francis. He served as a Levy Court Commissioner and as librarian for the Delaware Historical Society. He was also a member of the Independent Order of Odd Fellows, Ancient Order of United Workmen and Improved Order of Heptasophs.

Late in life he married Marie (surname unknown). His children are Elizabeth W. and John J. For unknown reasons only his daughter has a marker in his plot.

An extensive autobiography and Gallagher genealogy was included in the Biographical and Genealogical History of Delaware.
