"Chat" was the oldest of 11 children of Dawson Jackson Burgess and Margaret Virginia Clouser. He has also been listed in the 1880-1910 census as "Sampson". He was a farmer who never married.

His siblings were: Littleton Jackson, John H., Dawson Jackson, Gilbert, Randolph Purlington, George Washington, Zacheus, (twins) Edwin and Edward, and Mary Regina.
