Philo Scoville was an early resident on Cleveland (1816). He became a drug and grocery merchant, then went into the home building and contracting business. He built a tavern called the Franklin House (later became the site of a parking lot). He held several positions in local government, including county commissioner, Whig representative to state legislature, and was on the Cleveland city council. He was a director of he Cleveland & Pittsburgh Railroad Company, and in 1863, became founder of the First National Bank. In 1819, he married Jemima Bixby, and together they had two sons and a daughter, Edward, Oliver, and Caroline.
