Phoebe was born the daughter of Susannah Richards and Robert Augustus Core Jones in Franklin County Virginia.
Phoebe married James Stewart February 24 1804 [John Bird, husband of Mary Stewart, James' sister was surety] in Franklin County VA, the son of James Stewart and Rachel Holloway. He was born ca1785 in Franklin County VA and died in military service Dec 31 1814.
She later married Joseph England September 1820 in Tennessee where her father and siblings had emigrated in the 1812-14 time frame. Joseph died October 1825 in Morgan County Tennessee.

Phoebe then appeared in Morgan County Illinois, where she may have moved with her brother Watemon Jones and family. Watemon had made the trip from Virginia into Tennessee, then in 1828 moved north into Illinois and Morgan County following the death of his father Robert. He took land just west of what would become Waverly IL and made a homestead.
