Arthur moved to Darbyville OH at the age of four and lived there throughout his adult life. He served the town in various offices, including (at that time) the youngest mayor in the state of Ohio. He attended Christian Union Church and pastored a street mission in Circleville as well as Millport Chapel. He was the janitor at the old Muhlenburg School in Darbyville in the 1940s. He also worked at Mt. Sterling Glove Factory, The Fence Factory also in Mt Sterling, Orient Institute, and Sweden Freezer in Columbus. He was a WWII veteran, having served at Ft. Eustis, VA. He enjoyed working on old cars, fishing, and built four or five houses which still stand in Darbyville.
