Vernon was the son of Jefferson Davis Marley and Frances Salina (Fannie) Garrett Marley.

Vernon was the first of the children to die and the only one who died before his mother.

Pvt. Vernon V. Marley survived the torpedoing & sinking of the troopship "Tuscania" on 5 February 1918 in the North Channel between Scotland & Ireland by German submarine UB-77.

By the end of August 1918, Vernon was back from France and hospitalized at Camp Ellis NY. He had entered a headquarters dugout to request a pass when it was hit by a shell and caved in on him. Various reports indicate he had an injured spine and hip, and that a foot and leg were paralyzed, and also that he was paralyzed from the hips down.

Vernon obtained a marriage license with Florence Cowden Coleman in Shawnee OK in May 1924. Florence was previously married in 1903 to Lindsey Coleman. After her death, Vernon married Velma Irene Stewart on 10 July 1934 in Shawnee, Pottawatomie County, Oklahoma. They had a daughter Barbara L. Marley, whose surname was Brown when her mother Velma died in February 1986.

In the 1900 census the Marley family lives in Justice Precinct 2, McLennan County, Texas. Their name is spelled Morley and Vernon is misidentified as a daughter. There are 8 children in the household.

In 1910, they live in Davis, Pottawatomie County, Oklahoma, again with 8 children. In 1920 the family resides in South Choctaw, Lincoln County, Oklahoma - the parents and 7 children. No occupations are listed.

In the 1930 census, the parents live with 4 of their children in Shawnee, Pottawatomie County, Oklahoma. Vernon is listed as widowed and has no occupation. In 1940 Vernon, wife Velma & daughter Barbara L. Marley (age 2, born Oklahoma) live in Shawnee, Pottawatomie County, Oklahoma. Vernon has no occupation.
