Harley was born in Orange Township, Knox County. From the time of his marriage to Daisy Lawrence, he farmed in Haw Creek Township, near Gilson, Illinois. He was a careful and successful farmer in an era when farms grew a variety of grains and a range of livestock. A Democrat as a young adult, Harley became a staunch Republican who believed strongly in limited government and free markets. He was a Mason who was not affiliated with any church denomination. Harley completed the normal 8th grade education but was a life-long learner and avid reader. He served many years on the Knox County Grand Jury.
