Mr. Halstead (along with Henry Ristine) laid out the town of Romney, IN in August 1832. It was first called Columbia. He was postmaster of Wea Township in Tippecanoe County until 1841

On last Saturday the remains of J. P. Halstead were taken from the cemetery at Romney, after lying there forty-six years, and reinterred in the Linden cemetery by those of his wife. The remains of their oldest daughter were also placed beside them.
