Charles W Hoover, the son of William and Chloe Hoover, was born in Randolph County, North Carolina on June 14, 1854. On February 6, 1884, he married Louisa M. Johnson in Raleigh. Louisa was born in Graham County, North Carolina on August 22, 1865. She was the daughter of Felix and Henrietta Johnson.

In 1900, they were living at 117, Lenoir Street in Raleigh. They had three children, Charlie Hoover, Mabel H Hoover, and Louisa M Hoover. Charles was employed as a saloon keeper. By 1910, they had moved to 117 E. South Street in Raleigh and Charles became a dry goods merchant. By 1930 they had moved to 101 E. South Street. They were living at 101 E. South Street when Charles died of a Cerebral Hemorrhage on December 14, 1934. He was buried in the Mount Hope Cemetery on December 15, 1934.
