Born November 1, 1923 in Uniontown, Pennsylvania, she was the daughter of the late Arnett D. Nutter and Anna Elizabeth Nutter.
Jean was a retired assistant manager from the Commissioner of Public Works. She was the first female hired by the Charleston Police Department as an officer.
She was a member of The Daughters of The Nile, the Order of OES, Grace United Methodist Church and was a volunteer at St. Frances Hospital for many years.
Survivors include her son: W. M. "Buddy" Milligan and wife Linda of Folly Beach; step-sons: George Louis Seyle, Jr. and Albert Leon Seyle, both of Charleston; 5 grandchildren and 8 great grandchildren.
She was preceded in death by her son James A. "Jimmy" Milligan.
The relatives and friends of Jean are invited to attend her funeral service in J. HENRY STUHR, INC., DOWNTOWN CHAPEL, 232 Calhoun Street, Thursday, April 12, 2012 at11:00 a.m.. Burial will be private at Live Oak Memorial Gardens
