George Barney was born at Wolverhampton, Warwickshire, England. He was the son of Joseph Barney and Jane Chandler. He marrie Portia Henrietta Peale, daughter of Isaac M. Peale, in 1825 at Grenada. He gained the rank of Colonel in the service of the Royal Engineers.
