She was born in Sheffield, England, the daughter of Lucy Ann Booth and Joseph Farewell Whiteley. She was the eldest of six children: Ruth born July 12, 1869, William born February 22, 1871, Tom Middleton born April 24, 1873, and died April 18, 1874, Lucy born October 26, 1874, and Percy Frank born April 23, 1882.

She came to America in 1888 and married Samuel Warr in Saginaw, Michigan. The family moved many times over the years while Samuel served in a leadership capacity with the Railroad YMCA.
