Mr. Phillips is a native Missourian, and was born in Howard Co., on the 31st day of May, 1835. He is the son of Jeremiah Phillips, who formerly served the county in an official capacity of sheriff, representative, treasurer, and circuit.
Mr. Phillips's mother was Jemimah Lay, a daughter of Daniel Lay, deceased, formerly of Howard Co. She was married to Jeremiah Phillips in about 1834 and was his 2nd wife. She was the mother of 18 children, of whom, John C. was the second child and oldest son. He was married on the 22 of Oct., 1856, to Miss Cynthia E. Sorrell, dau of John Sorrell of Randolph Co., MO., formerly of Va. Mr. and Mrs. Phillips have 8 children living.
