He was born to Col. Ebenezer Allen (1743-1806), cousin of Gen. Ethan Allan and founder of Poultney, VT and Lydia Richards (1746-1833). He was married to Chloe Bond. Timothy is listed 9 times on the VT Rev War rolls. He was very active in So. Hero town affairs and was rep to the VT Leg in 1803, 1807, 1818. He is last mentioned in town records in 1826 whence he probably thereafter moved to Constable, NY.
