U.S. Congressman. He attended the Shelby Military Institute, graduated from Wake Forest College, in 1893, studied law at the University of North Carolina, was admitted to the bar in 1894 and commenced to practice law in Shelby, North Carolina. He was chairman of the Democratic senatorial district, in 1896, a trustee of Wake Forest College, in 1898, a trustee of the Agricultural and Mechanical College, in 1899 and a member of the North Carolina State Senate, in 1901. In 1903, he was elected as a Democrat to the Fifty-eighth Congress and to the next eight succeeding Congresses, serving until 1919. After leaving Congress, he was appointed U.S. district judge for the western district of North Carolina, serving (1919-48). He died in retirement at age 82.
