Banker and churchman. He was the first manager of the former Federal Home Loan Bank of Los Angeles from its establishment in 1932 until his retirement in 1953. This institution is now part of the Federal Home Loan Bank of San Francisco. He was also a trustee of the First Congregational Church of Los Angeles, was president of the Church's school and a board member of Deep Springs Ranch School. The organ at First Congregational, the largest church organ in the world, is named the Frank C. Noon Memorial Organ, he being chairman of the organ committee who guided the organ project to completion, making it the instrument it is known for to this day.
