Jeanne was born in Salt Lake City, Utah, to parents Howard Smith Burt and Hazel Marie Ewing Burt. She had two brothers, Jimmy and David. At 17, she met her future husband, LeRoy Palmer, a bus driver in Salt Lake City. They were married in 1946 and moved to Las Vegas, NV, where job opportunities were better. Their two daughters were born there. The family eventually made their way to Anaheim, CA, where Jeanne was a homemaker and LeRoy a diesel mechanic. Her greatest joy was seeing her daughters become educated, successful women.
