Milton was the son of William Warren Orr and Emaline Demarius Cowden Orr. His family moved from Tennesse and established the town of Lodge. The name was changed to Pulaska (where Warren Orr was born in Pulaski , TN) but with the misspelling it became Plaska. He is the husband of Nannie Addiline Vallance Orr. She is the daughter of Henry Green Vallance of Plaska. Milton and Nannie owned and operated a cattle ranch and row crop farm in Plaska for many years. Milton started the 1st Post Office in Plaska. He and Nannie were the parents of seven children.
