He was born August 12, 1925 in Delta, Utah to Gerald Oraian Billings and Anna Wilcox Billings.
Howard grew up on the farm in Delta and graduated from Delta High School and Brigham Young University.
He served in the Army during World War II as a Specialist 4th class.
Howard worked for Utah Job Service.
He married Dolores Taylor Kapp in the Salt Lake LDS Temple on November 8, 1955. She passed away in 1991. He married Lois C. Summers on August 1, 1992 in the Jordan River LDS Temple. They loved serving together in the Jordan River and Idaho Falls LDS Temples. He loved spoiling Lois in many ways including carrying her purse.
Howard was a member of the Church of Jesus Christ of Latter-day Saints where he served as a High Priest.
He enjoyed square dancing and being with his family.

He was preceded in death by his first wife, Dolores, daughters, Ida and Barbara, sisters, Geraldine, and Lucile and brother Cecil and a great grandson, Austin.
The family would like to thank the Aspen Home Health and Hospice for the kind loving care they provided to Howard and especially the nurses April and Monica.
Funeral services will be at 11:00 a.m. Saturday, January 21 at the Idaho Falls LDS 26th Ward (2025 Jennie Lee Dr.) with Bishop Kenneth Rohde officiating. The family will visit with friends 6:30-8 :00 p.m Friday, January 20 at Wood Funeral Home (273 N. Ridge ) and from 10-10:45 a.m. prior to the services at the church. Burial will be in the Ogden City Cemetery in Utah.
