Captain Roscoe Carlyle Bulmer-He was an officer in the United States Navy. His active-duty career extended from the 1890s until just after World War I. He graduated from the Naval Academy in 1894. After World War I, he served as the United States naval representative at a conference which met at the British Admiralty to consider clearing the seas of mines after the war. On January 5, 1919, he assumed command of that very operation. His zeal and courage, combined with a sound knowledge of his profession, contributed greatly to the success of the mine force. He died of injuries he suffered in a car crash on the road from Stromness to Kirkwall. (Bio by Jay Lance)
