Albert is the son of Pinkney A. Starnes and Laura "Decky" Rose. Albert was born in Iaeger, WV. His father died there in the flood of 1901. Pinkney's grave site is unknown. After Pinkney's death, Decky remarried in 1907 to a James Godsey of Johnson City, TN.

Albert married Mary Ethel Loyd on August 1, 1922.

Albert Starnes, 1115 E. Chilhowie, died in the hospital late yesterday evening following a lengthy illness.
He was a native of Yeager, WV, but had lived in Johnson City since early childhood. He was a veteran of World War 1, having served with the U.S. Army.
Survivors include the widow, Mrs. Mary Loyd Starnes; one son, Albert William, Cleveland, Ohio; one daughter Mrs. Ruth Johnson, Johnson City; and two grandsons, Larry Johnson, Johnson City, and Albert Loyd Starnes, Cleveland, Ohio; and one half-brother, James Godsey, Johnson City.
Funeral arrangements are incomplete. Hartman Funeral Home is in Charge.
