Simon came to Hazard in 1915 after practicing medicine in Whitley County for two years. Before that he was a medical doctor in Jellico, Tennessee for 16 years where he also served as Mayor. Simon received his medical degree from the University of Louisville School of Medicine in 1897. He also attended a college in Lebanon, Ohio, where he earned a degree in engineering, but he was never active in that field.
In 1930, Simon joined a son, Dr. Dana Synder, and Dr. Taylor Hurst in founding the Hurst-Snyder Hospital in Hazard.
Simon was credited with delivering about 5,500 babies.
His granddaughter, Elizabeth Snyder Duncan was a former Hazard City Commissioner
