The son of Jesse & Mary (Brogan) Matthews, in 1850 he was living with his family in West Nottingham Township, Chester County, Pennsylvania. He is not found in the 1860 census but is in the 1863-65 draft registration as a laborer residing in Fulton Township, Lancaster County, although the Pennsylvania Archives' ARIAS file claims he was living in Philadelphia in 1862. He stood 5' 11" tall and had black hair and gray eyes.

A Civil War veteran, he enlisted at the stated age of twenty-one in Philadelphia August 7, 1862, and mustered into federal service that day as a private with Co. F, 6th Pennsylvania Cavalry (70th Pennsylvania). Wounded at the battle of Cold Harbor on June 1, 1864, he was admitted to Columbian U.S. Hospital in Washington DC. Furloughed September 1864, he apparently overstayed his leave as he is listed as a deserter to date October 17, 1864, although he returned with no apparent discipline invoked and honorably discharged by general order to date June 15, 1865. He is in ARIAS and his compiled military service records by his middle name but is not found in either the company register or Bates History of Pennsylvania Volunteers.

He married Anna Maria Haines allegedly ca. 1880 and fathered Mary (b. 06/11/72). Cause of death is listed as "starvation" due to "inagualinalis".
