He was a native of Prince George's County, Maryland, son of Zachariah Baldwin and Flavilla Chaney. He married Rebecca A. Carrick, 05 Nov 1868, in Holy Family Catholic Church, Woodmore, Prince Georges County, Maryland. They had 3 children: Marietta (died young), Benjamin and Margaret Rose.

Thomas was a member of the Baltimore City Police force for 3 years prior to his death in 1873. He was injured, while on duty, 27 July 1873, which lead to his untimely death.

His body, accompanied by a detachment of the police force, was escorted to the Collington Bowie Maryland train station on the Baltimore & Potomac Railroad.

He was buried in Sacred Heart Catholic Church Cemetery, although no tombstone has been located.
