He was the son of William Mandy and Caroline Healey. He was the only member of his family to come to America. He worked at TCI in Ensley as a master mechanic until 1899. In Ensley he served as the chairman of the Democratic Committee and a justice of the peace. He was also a city tax collector. He was a member of the Episcopal church. He was a member of the Masons, Odd Fellows and Red Men.
