William Elgin Layne was born on Sunday, March 3, 1889, in Zelda, Lawrence County, Kentucky. His parents were William Shannon Layne (Wednesday, March 9, 1853 - Thursday, April 22, 1920) and Martha Austin Layne (Wednesday, March 27, 1861 - Saturday, January 14, 1956). At the age of eleven the 1900 U.S. Census identifies his occupation as farm laborer on the family farm. William was the oldest of five children.

In 1920 William married Alma Castle in Louisa, Lawrence County, Kentucky. They had two children: Dwight Castle Layne (Sunday, September 4, 1921 - Monday, June 15, 1987) and Doris Layne Rahlmann (Tuesday, January 16, 1923 - Saturday, February 25, 2012).

Elgin passed away on Saturday, April 17, 1937, in Huntington, Cabell County, West Virginia. He is interred at Buchanan Chapel Cemetery in Zelda beside his wife, Alma.
