He was the son of Benjamin F ‘Ben' Small and Ida P Connaway of Brownwood, Texas. His sister was Beatrice Small Carlisle.

He enlisted in the Army Air Corps 2 November 1940 at Fort Worth, Texas. At the time of his enlistment he had completed four years of high school and was living in Brown County, Texas and had worked as a farm hand in civil life.

Pilot Lt Leonard Bittal Scott, Jr and his crew successfully bailed out of B-24H #42-95385 'Hi-Pockets' near the city of Traunstein-Surberg, Germany, 13 June 1944 when on a mission to a target at Munich, Germany, the plane was hit by an enemy flak attack. All crew members were captured as POWs. MSgt Harmon L Small of this crew died 9 March 1945 on the POW march to Noosberg, Germany in extremely cold temperatures due to pneumonia.
