53rd North Carolina Governor. After graduation from the University of North Carolina, in 1880, he studied law, established a legal firm, served as Bertie County Attorney and on the Asheville City corporation counsel. He also was a member of the North Carolina House of Representatives. In 1912, he was elected as a Democrat as Governor of North Carolina, serving until 1917. While he was in office, a highway commission was formed, conservation policies were sanctioned, the state park system was improved and fishing regulations were approved. After completing his term, he stayed active in his legal career until his death at age North Carolina's Mount Craig, was named in his honor in 1947.
