Jessie was the third child, and only daughter born to James G Windom, and Julia T Crouch. Her siblings were Olan and Walter.

She married Richard Louis Belitzer, and to the best of this researcher's knowledge, they had only one child, Richard Louis Belitzer Jr 1926 – 2007.
