He was born 2 Dec 1944 to Edward Lawrence and Sadie Arline Peck Millard. He grew up in Rockland, Idaho. He joined the US Navy and served his country honorably.
Delbert loved spending time with his children and grandchildren. He loved joking around with them and teaching them to love fishing as he did. He had a passion for dancing, many times having his children or grandchildren on his toes as dance partners. He also loved being outdoors, hunting, camping and of course fishing.
Delbert was preceded in death by his parents and one grandchild.
Interment in Rockland Cemetery under the direction of Davis-Rose Mortuary.
