"An able representative of the bar in Scott county was H. B. Kelley. He was born in Sangamon county, Illinois, November 9, 1858, and came with his parents to Scott county when he was but five years of age. He worked upon the farm and grew to manhood near Winchester. His opportunities to secure an education were limited, but by dint of hard work he managed to secure a fine education. In August, 1880, he went to Columbia, and in that city, at the University of Missouri, took a select course, and in the fall of 1881 entered the law department of the university. His diploma bears the date of April, 1883. After graduating he returned to Scott county and in June, 1883, was admitted to practice law in the courts of Illinois.
Mr. Kelly was a democrat, and a good one. From 1886 to 1888 he was deputy circuit clerk and in 1888 was elected prosecuting attorney of Scott county, and served four years, or until 1892. In 1893 he was elected city attorney of the city of Winchester.
In October, 1885, he was married to Miss Ida McGlasson, daughter of Mr. and Mrs. F. M. McGlasson of Scott county. Four children, Edna J., Lela F., Fredrick S., and Maude H., (who died February 2, 1900) were born to them. Mr. Kelley died August 25, 1901. It is hard, sometimes, to understand the wisdom of Providence that takes from a sphere of usefulness, in the prime of life, one capable of being of great service and accomplishing much good in the world."
