Romaine was born on June 4, 1905 to Henry Eilerman & Elizabeth Ridder in Newport, Kentucky.

On June 9, 1926, Romaine married Paul Francis Schimpf Sr. in Lima, Ohio, she was 21 years old and he was 22 years old. In the span of 17 years, they had 9 children together: (1) Paul Francis Schimpf Jr.; (2) Mary Louise Schimpf; (3) James Leonard "Jim" Schimpf; (4) William Henry "Bill" Schimpf; (5) Donald Joseph Schimpf; (6) David Gerard Schimpf; (7) Elizabeth Katherine "Betty Kay" Schimpf; (8) Carl Edward Schimpf; (9) Janet Marie Schimpf.

Romaine was President of the Ace High Club, a card-playing club. She was also a part of the Leisure Ladies Pinochle Club.

Romaine passed away from acute coronary syndrome at the age of 63 years old on July 15, 1968, in Lima, Ohio.
