U.S. Congressman. He taught school in Ohio, moved to West Virginia, studied law, was admitted to the bar in 1874 and commenced to practice law in Webster Springs. He was a member of the Webster Springs Town Council and a member of the West Virginia State House of Delegates, (1884-88). In 1897, he was elected as a Republican to the Fifty-fifth Congress, serving until 1899. Not a candidate for re-nomination, he resumed the practice of law until his death at age 62.
