Frank served in the Navy during World War I. He worked in lumber yards in Effingham, Muscotah, Havensville and Gallatin, Mo. He returned to Effingham in 1976 and worked as a handyman.

He was a member of the Union Church in Effingham and Lions Clubs in Gallatin, Mo., and Effingham. He was a 50-year member of Washington Lodge No. 5, AF&AM, and Martha Washington Chapter No. 215 of Fleming-Jackson-Seever Post No. 6 of the American Legion in Atchison. He was active in the Effingham Senior Citizens Group.
