Monroe was born on March 17, 1849 in Dickson County, Tennessee the son of John G. Brown and Elizabeth Long. He married Elenora Thomas "Ellen" Avriett on May 29, 1870 in Dickson County. Elenora was the daughter of Silas Richard Avriett and Caroline Mitchell. Shortly after their marriage Monroe and Ellen headed west and settled in Collin County, Texas where they were recorded on the 1880 census. They would have eight children with one dying as an infant. Sometime before the turn of the century they once again moved and settled in Chickasaw Nation, Indian Territory. In later census records they can be located living in Pontotoc, Seminole and Kiowa Counties of Oklahoma. Monroe died on February 29, 1940 in Atoka, Atoka County, Oklahoma and is buried in Westview Cemetery.
