US Congressman. Born in Hamilton, New York, he graduated from the University of Rochester, 1864, studied law, was admitted to the bar in 1866 and practiced law in Auburn, New York. He was city clerk of Auburn (1867-68), supervisor (1871-72) and district attorney of Cayuga County, (1873-79). In 1883, he was elected as a Republican to the Forty-eighth and Forty-ninth Congresses, serving until 1887. He was again elected as a Republican to the Fifty-first Congress to fill the vacancy caused by the death of Representative Newton W. Nutting and reelected to the next twelve succeeding Congresses, serving from 1889, until his death in in Washington, D.C.
