Born in Wheeling, WV, 21st May 1930, one of 11 children of the late William B. Palmer, Sr. and Mary Theresa Fisher Palmer.

Jim was a Catholic and member of St.Vincent de Paul Church; Gold Card member of the Cave Club, Elm Grove Civics, American Legion Post #1 and a Proud member of The International Association of Professional Fire-Fighters Local #12.

Jim was a retired Chief Fire/Arson Investigator with the Wheeling Fire Department, retiring after 31 years of service. Served over 6 years in the U.S. Army, over 4 years of which was served in Germany, Austria, Japan and Korea. As a Platoon Sergeant with the 24th Infantry Division, was among the first to engage the North Koreans in July 1950. Awarded the Combat Infantry Badge, Purple Heart, Bronze Star with the Korean Service Medal, Victory Medal in Europe, Army of Occupation in Europe and Japan, and numerous other Medals and Citations.

In addition to his parents, he was preceded in death by a son, James P. Palmer, Jr. and six brothers, Charles W., Edward G., Louis J., Lawrence, William B., Jr., and Thomas F., and three sisters, Clara Mae McKee, Mary Margaret Cox, and Nancy Elisabeth Jorden.

Surviving are his wife, Mary Alice Matthews Palmer, whom he married on April 11,1953, and two sons, William Robert and his fiancee' Cecilia, and David Edward and his wife, Tami; a brother, Robert J. and his wife, Angela all from Wheeling. Ten grandchildren, William, Jr., Dane, Chadd, Kale, Jessica and her husband, Travis, Luke and his fiancee', Missy, Sara, Eric, Cory and Shelby; and daughter-in-law Tama Palmer Botizan.
Numerous nieces and nephews.

Friends will be received from 2-4 and 6-
8 p.m. Wednesday, February 13, 2008, at the Kepner Funeral Home, 166 Kruger Street, Elm Grove, Wheeling. Funeral Liturgy with the Mass will be celebrated at 11 a.m. Thursday, February
14, 2008, at St. Vincent de Paul Catholic Church, 2244 Marshall Avenue, Wheeling, with Father H. Joseph Wilhelm as celebrant.

Interment in Greenwood Cemetery, Wheeling.
Wheeling Fire Department Honor Guard will serve as pallbearers, and the Moundsville Veteran Honor Guard will conduct military graveside services.
